MTSS: 2028 and Severe Learning Disabilities (SLDs)
District readiness must be in place by September of 2028 under an MTSS model in order to evaluate students under the SLD category for Special Education qualifications (WAC 392-172A-03060).
This process is based on a student’s response to scientific research-based interventions. Districts must be ready to provide Universal Screening of students and/or benchmarking at least three times throughout the school year. Criteria for scientific research-based interventions are defined in WAC 392-172A-01165 and are identified for use with students needing additional instruction in the general education curriculum.
The WA-AIMS project has identified steps for districts to take in fully implementing an MTSS model in all grades (Rasplica, et al). Based on these steps, districts will readily identify key areas of need for implementation in the district. District steps for readiness for MTSS in General Education include:
· Convening a district team
· Conducting a needs assessment (rubric)
· Adopting Evidence Based Programs – Core and tiered supports/interventions
· Investing in leader development
· Review of board policies 2161 and 2163 (updating in accordance with new legislation)
· Review of board procedures 2161P
